Riley Plumer is an enrolled member of the Red Lake Band of Chippewa Indians and an attorney based in Minnesota focused exclusively on the practice of federal Indian law. Riley has experience working on a broad range of legal matters for tribes, tribal enterprises, and Native American individuals, including Indian gaming; economic development; self-determination and self-governance; Indian child welfare; hunting, fishing, and gathering rights; tribal housing; health care; tribal land status; negotiations between tribes and various federal and state agencies; and more. Riley is a graduate of Bemidji State University and the University of Minnesota Law School.

Developments in Tribal, State, and Federal Laws that Protect Indian Families
In this session, April Olson, Kate Fort, Joy Parker, and Riley Plumer will explore the coordination and intersection of tribal, state, and federal laws designed to protect Indian children and preserve families. The panel will cover developments in case law involving placement preferences and standing, tribal jurisdiction, existing state ICWAs, and the effort to get a Uniform Law Commission (ULC) model act on Indian child welfare.
