Joy P. Parker

Joy Parker is an attorney with The Jacobson Law Group in Saint Paul, Minnesota. Joy advises and represents tribes across the country in ICWA matters, assists tribal governments and their agencies with capacity building and policy development, and represents tribes in federal, state, and tribal court matters. Following law school at the University of Arizona Indigenous Peoples Law and Policy Program, Joy clerked for the Minnesota Supreme Court. Before pursuing her law degree, Joy served communities across the state of Minnesota as a midwife, providing primary reproductive clinical care and advocacy. She provided legislative testimony at the state and national level, was appointed by the Attorney General to chair the Midwifery Advisory Council to the Minnesota Board of Medical Practice, and was appointed by the Governor to serve on the Minnesota Healthcare Reform Taskforce. As an Abenaki woman, Joy takes very seriously her responsibilities to family and community, and she fills her cup by running in the woods and drinking coffee in the canoe.
