
Jill E. Grant is the founder of Jill Grant & Associates, LLC in Washington, D.C. Her work focuses on the development, implementation, and enforcement of tribal environmental laws and programs and associated administrative and appellate litigation, often involving tribal jurisdiction. She assists tribal nations with obtaining “treatment as a state,” primary enforcement authority, and program approval under the Clean Air Act, Clean Water Act, and Safe Drinking Water Act. She also assists tribes with addressing Superfund sites on and near their reservations and negotiates agreements regarding required cleanup, tribal oversight, and cost reimbursement. Ms. Grant also provides environmental compliance advice to tribal entities. She previously worked in the Office of General Counsel at EPA, where she was on the team that drafted the Clean Air Act Amendments of 1990. She earned her JD from Harvard Law School and her BA from Yale College.
