Our closing panel will focus on the nuts and bolts of ICWA appeals in state courts while engaging audience members with a lighthearted game. The panelists will use the game to lead a conversation and cover the following topics: how to make a thorough trial record; factors to consider when deciding whether to appeal an ICWA case; danger zone topics; unique procedural appellate issues; and what solutions exist outside of appeals.

Sunshine Manuel, Sr. Counsel has served the Gila River Indian Community for over 15 years. She is a graduate of the University of New Mexico, School of Law earning a Juris Doctorate and certificates in Federal Indian Law and Mediation. Previously, Sunshine served as Sr. Assistant General Counsel
and as a Deputy Community Prosecutor for the Gila River Indian Community. She also served temporary appointments as the Tribal Social Services Director. She is licensed to practice in the state of Arizona, in the U.S. District Court for the District of Arizona, and has argued an Indian Child Welfare Act case in the Arizona Court of Appeals. Sunshine currently leads the Gila River Indian Community’s Murdered and Missing Indigenous Persons Response team, assists with overseeing the Protective Services Office ICWA team, the Gila River Indian Community Family Advocacy Center, and manages the Violence Against Women Act and Special Domestic Violence Criminal Jurisdiction grant on behalf of the Community. Ms. Manuel is a member of the State Bar of Arizona Indian Law Section and serves as a Pro Tem Judge for Maricopa County Justice Courts.
