Heaven Collins works as the Medical Data and Referrals Supervisor for the Redding Rancheria, where she oversees medical records processes and referral coordination for the Tribe’s health system. In her role, Heaven trains custodians of records for compliance with healthcare privacy laws as well as tribal laws. Heaven coordinates with the Redding Rancheria Legal Department to develop and implement policies and procedures related to requests for Tribe-owned records and tribal employee testimony. Heaven brings practical insight into the intersection of tribal sovereignty, medical privacy, and records management.

Tribal Court Forms and Subpoenas – How Tribes Preserve Sovereign Immunity When Responding to Requests from Federal, State, and Local Governments for Tribal Property or Tribal-Employee Testimony
Redding Rancheria has successfully created a Tribal Court Form that U.S. attorneys, the local District Attorney and Public Defender, and other third-party attorneys use to request and potentially obtain tribal property or tribal employee testimony. With this approach, the tribe preserves sovereign immunity while cooperating with federal, state, and local governments. Join Chantal Reyes, Heaven Collins, and Michael Hollowell for an interactive session which will include a refresher on sovereign immunity and a robust discussion surrounding the use of Tribal Court Forms and Tribal Court Subpoenas.
